Contract

Approved Training Providers will be offered a Skills for All Training Provider contract with the Minister for Employment, Higher Education & Skills, up to a maximum of five years based on the assessment of the application.

During the term of the contract, your quality of training delivery and performance as a Skills for All Training Provider will be monitored against the contract obligations and student outcomes.

Documents referenced in the contract

  • The Funded Training List lists Skills for All funded courses, including nationally endorsed Skill Sets.
  • The Skills for All Subsidy Framework clarifies and explains how the subsidy is paid. The Location Loading Postcode search allows you to search location loadings by postcode.
  • The Subsidy Calculator is for Training Providers to estimate the subsidies paid for courses including nationally endorsed Skill Sets. To view it, see your Skills for All provider application using your STELA login.
  • The Skills for All Student Agreement, for use with every student at the time of first enrolment in a Skills for All course. The Student Agreement must not be altered in any way. See more information about the student agreement and processes for Training Providers.

Skills for All Training Provider Guidelines

The Guidelines below should be read in conjunction with your Skills for All Training Provider Contract and the Skills for All Training Provider Handbook.

Apply to add or remove courses or skill sets in your schedule of courses

If you are a Skills for All Training Provider you may apply to add or remove qualifications or nationally endorsed Skill Sets from your schedule of courses. 

You can add any qualifications or nationally endorsed Skill Sets that are listed on both your scope of registration on the national register and the Skills for All Funded Training List.

You can apply to remove any qualifications from your schedule of courses as long as there are no students currently enrolled in them, and all students who have completed or withdrawn have been issued with the appropriate AQF qualification or Statement of Attainment.

If your application to add or remove courses or nationally endorsed Skill Sets is successful, a variation notice will be sent to you by email including your new schedule of courses in accordance with clause 14 of the Skills for All contract.  

The effective date of your new schedule of courses will be the day the signed contract variation is signed by the Minister's delegate.

Adding courses or Skill Sets to your Skills for All Training Provider application

If you are an RTO who has a current application to be a Skills for All Training Provider, you will need to wait until you are approved, and then apply to add or remove qualifications and nationally endorsed Skill Sets from your schedule of courses.

Next steps

  1. Check the relevant clauses in your contract to ensure your proposed changes comply before applying to add or remove a course or nationally endorsed Skill Sets.
  2. Login to the Skills for All provider application using your STELA login. After login, select submit a variation.
  3. If you don’t have a STELA login and password, complete the request for access.

On 10 December 2012 an information session for Skills for All Training Providers was held covering progress in implementing Skills for All, initiatives in 2013, opportunities for Skills for All Training Providers, quality and contract compliance business rules, and support for eligible students.
