If you are a Registered Training Organisation (RTO) with a current funding agreement with the SA government, you need to apply to be a Skills for All Training Provider in the same way as any other RTO.

During the transition to Skills for All, your existing funding agreements with the Minister will continue in accordance with the terms of any agreement.

You will be notified of arrangements for the transition to funding through Skills for All.

RTOs with existing User Choice Funding Agreements

Skills for All will replace the User Choice program from 1 July 2012.

You can continue to claim payments for apprentices and trainees in South Australia under the User Choice system until 30 June 2012, provided:

  • you have been invited to vary your User Choice Funding agreement to extend it to 30 June 2012; and
  • you have signed and submitted (via ATIS) the Deed of Variation using the instructions provided in December 2011.

If you have any questions about your User Choice Funding Agreement contact the User Choice Team on 1800 673 097.

The same ATIS arrangements apply and are available to you up until 30 June 2012.

Information will be provided during the first half of 2012 about claiming under the Skills for All program if you are successful in becoming a Skills for All Provider.

After 1 July 2012, Skills for All Training Providers will claim their old User Choice payments via their Skills for All Training Provider Agreement.

Registered training organisations with existing User Choice Funding Agreements

Skills for All will replace the User Choice system during 2012.

User Choice will be slowly phased out and no new User Choice Funding Agreements are being made.

In the meantime, registered training organisations (RTOs) with existing User Choice Funding Agreements in South Australia will continue with their User Choice claim arrangements using ATIS.

RTOs who are training apprentices and trainees are expected to become Skills for All Training Providers if they wish to continue to receive South Australian Government funding for training.

  • they travel a round trip distance in excess of 150 km between their normal place of residence and their closest contracted Skills for All Training Provider or RTO
  • they live within a non-metropolitan area of South Australia.
